Description

This was added in #11509. Discussed with @dlambrig and removing because CC_HEALTH_TRIGGER_RECOVERY and CC_HEALTH_TRIGGER_FAILOVER serve the same purpose (in terms of only detecting but not triggering recovery/failover). In addition, we still want to do excludedDegradedServers.clear() which already happens when CC_HEALTH_TRIGGER_FAILOVER is disabled.

Note: This change needs to be cherry picked to 7.3, will send a PR for that.

Testing

100K Joshua: 20241002-222457-praza-655a71662118bf50

Also spun a local cluster and ran fdbcli against it.

Fdbcli commands:

Added temporary trace event to display the flag value (for CC_HEALTH_TRIGGER_RECOVERY) in fdbserver, and saw it change:

Also ensured that the cluster did not reboot in the process.
