cuDNN has kernel support for the pattern conv2d+bias+act, although as of v8 only relu is supported as the activation.

cuDNN has kernel support for the pattern conv2d+bias+act, although as of v8 only relu is supported as the activation. This PR adds a function to wrap that kernel and exposes it via the BYOC pattern matching/partitioning mechanism.
