Add USDTs for HTTP milestones and states - #11769

- Add a USDT for each USDT milestone. These are named milestone_<milestone_name>
- Add a USDT for each HttpSM state change. These are named &HttpSM:state_<state_name>
- All of these USDT have the state machine id as their first argument.
