[FEATURE] RPi 4B Bluetooth support

There is no Bluetooth support for the RPi 4B on NuttX yet.

Describe the solution you'd like

Support for the Bluetooth 5.0 radio on the RPi 4B so that users can use the NuttX Bluetooth stack and run Bluetooth examples.
