feat(cli): add muted color slot and disc primitive for TUI grammar - #1054

Conversation
Foundation layer (seam 1) for #1053: semantic color slots in tui-ansi. Adds a truecolor muted cool-grey slot and a disc() status primitive (a single ● tinted by tone — muted = done, accent = running, danger = error) that subsequent tool-row and chrome seams will consume. Pure addition, no call-site changes; string-contract unit tests lock the glyph and ANSI tones. Refs #1053.

Summary
Foundation layer (seam 1) for #1053 — semantic color slots in
packages/cli/src/tui-ansi.ts. Adds:ansi.muted— a truecolor neutral cool-grey slot for de-emphasised chrome.disc(tone)— a status disc primitive (a single●tinted by tone:muted= done, accent= running, danger= error), the shared visual primitive that the tool-row and chrome seams (feat(cli): TUI block visual grammar, context statusline, and activity strip #1053 seams 2/3/5) will consume.Pure addition, no call-site changes, no behavior change — this lands the contract so the consumer seams can reference it directly. The first visible consumer is seam 2 (tool cards).
Verification
npm test --workspace maka-agent— 364 tests pass, including 5 new string-contract tests formutedanddisc(glyph is always a single●; each tone maps to the exact ANSI sequence). No visible TUI change in this PR by design.
