Fixes the accessibility issues still flagged on the homepage (https://issues.apache.org/jira/browse/KAFKA-9528). Most of the 2020 findings (lang attribute, user-scalable=no, main landmark, h1) were already fixed by the Hugo/Docsy migration; this addresses what remains.
Changes:
The hover and icon changes go beyond what the automated audit flags; they are included so the footer meets WCAG in practice, not just on the audit.
Testing: built the site with the project's Hugo Docker image, served it locally and ran Lighthouse 12 (accessibility) on the homepage. Score went from 87 to 98; the only remaining failure is heading-order, which comes from Docsy's blocks/feature shortcode and is left for a follow-up.
This contribution is our original work, and we license it to the project under the project's open source license.
