Reduce panics in pyiceberg_core #3240

What's the feature are you trying to implement?

I've seen pyiceberg_core panic in a handful of situations. These panics are really costly for Python users, since they crash the entire program. We should replace as many of them as possible with errors, so that we can propagate those up to the user.
