[Bug][CircleCI] Not able to input transformations in scope config

• I had searched in the issues and found no similar issues.

What happened

It is currently impossible to set transformations on a CircleCI config Scope Config. The UI shows a blank page with the Transformations header, but no option of adding any transformation information. Additionally, does it seem like the Deployments entity is missing in the step before?

Looking into the code, it seems like it's not implemented at all, but I think the UI is a bit misleading since it shows prepared steps for setting up entity transformations.

What do you expect to happen

Either make it clear that transformations are not possible or to add the Deployments entity.

How to reproduce

Just create a new CircleCI plugin Scope Config, then it happens at the second step.
