feat(install): support development container registry

Closes #6758

Pending:

• Operator deploy name and namespace
• test on operator restart, should keep registry deployment and continue using it (check if the registry exists and reuse)
• unit test
• documentation
• Remove e2e registry action and leverage the dev profile instead
