In this PR #41839 I have unpinned the version to the last one. But after discussion in a team we decided to downgrade the min version to the 3.4.0 and exclude unworked versions. Because some of our users still use old versions of the Bigquery package and, also, the gap between 3.4.0 and 3.24.0 is quite big.

As long as GCP provider does not utilize bugged functions or new features from the package - I'm in favor of keeping the min version lowest as possible while excluding problematic releases.
