As long as GCP provider does not utilize bugged functions or new features from the package - I'm in favor of keeping the min version lowest as possible while excluding problematic releases.

In this PR #41839 I have unpinned the version to the last one. But after discussion in a team we decided to downgrade the min version to the
3.4.0and exclude unworked versions. Because some of our users still use old versions of the Bigquery package and, also, the gap between3.4.0and3.24.0is quite big.^ Add meaningful description above
