Updates the beta GitHub Actions workflow to run the beta sync logic from the v2 branch, serialize scheduled/manual runs, and defer GitHub App token creation until a push is needed.

- Serialize runs via workflow-level
concurrency: beta-sync. - Checkout

github.tokenfor the sync/validation step and conditionally create an App token only when pushing updates.
