Home server rows show expand chevron without projects

Description

On the app home page, a server row in the multi-server project list can show the expand/collapse chevron even when that server has no added projects. Clicking the chevron only toggles an empty project list area, so the row advertises an action that has nothing to reveal.

Steps to reproduce

1. Configure more than one server.
2. Leave one server with no added projects.
3. Open the home page project list.
4. Observe that the empty server still renders the expand/collapse chevron.
