Tracking: align output-format and verbose flags across Webcmd #171

Goal

Make -f/--format and -v/--verbose predictable without adding them mechanically to commands where they provide no value.

The audit found four independent workstreams. Implementation details and acceptance criteria live in the linked sub-issues.

Scope rules

• Add formatting only to commands with stable data/report output.
• Do not force generic formatting onto mutation acknowledgements, streams, binary/file output, generators, long-running processes, or external passthrough commands.
• Expose verbose mode only where it produces observable diagnostics.
• Keep local, hosted, help, and skill behavior aligned.

Completion

This tracking issue is complete when all four sub-issues are resolved and their behavior is covered by tests.
