Explain what we support for Window environments, what we don't and why not

Description

There are different environents to run ScanCode on Windows:

1. Windows proper in command prompt
2. the Git bash shell (which is Cygwin)
3. the WSL aka. Windows Subsystem for Linux

We need to be clear and explain why that we support 1. and NOT 2. and 3.

I'm running Windows and haven't experienced any difficulty using SCTK. However, I'm having trouble installing SCTK via Git Bash. I've included notes in the above commit recommending not to use Git Bash.
