[Feat]: Add GetExtendedAgentCard method in RequestHandler #866

Currently in request_handler.py the GetExtendedAgentCard is not implemented.
Describe the solution you'd like
Implement the GetExtendedAgentCard in the RequestHandler, and remove the double implementation for Rest and JsonRpc
