fix(build): the bundle scan reads the module comments of vite-plus 1.4 - #350
InlinedExternalPackageError: The server bundle inlined packages that must stay external: <no module regions found; the bundle scan needs updating>.
The last upstream merge (#349) brought vite-plus 1.3.0 → 1.4.0 from pingdotgg#24839. Its Rolldown no longer writes //#region <module id> before each bundled module. With the default attachDebugInfo: "simple", it writes a // <module id> line instead. The desktop build scans the server bundle for these markers, so it no longer found any and refused the bundle. "Server checksums" failed only because the desktop jobs upload the server archives after that step.
Fix
findInlinedExternalPackages (scripts/lib/cli-external-packages.ts) reads the new // <module id> lines. A comment line counts as a module only when its text is one token with a /, so prose comments do not count. The test uses the new format, plus a prose comment that must not count.
On a local vp pack of the server, the new scan finds 1884 modules and no package that must stay external.
Upstream main has the same scan and the same vite-plus version, so its next desktop build hits this too.
Checks
checks.py: typecheck, migration check, adopted pull request check and vp run fork:check pass.
None in the repository. On the VPS, the private fork-repair-agent-prompt.md link from _shared failed the fork:check format step, because that step also checks untracked files. It is now in the shared .bare/info/exclude.
The package scan now parses Rolldown // <module id> markers line by line. It skips paths without a slash or containing spaces or tabs. The test fixture uses plain comments instead of region markers and includes a prose comment with a path-like token.

Summary
Parse and validate module markers scripts/lib/cli-external-packages.ts, scripts/lib/cli-external-packages.test.ts
The scanner accepts marker paths that contain a slash and no spaces or tabs. The test fixture uses plain comments and includes a prose comment with a path-like token.
Bundle validation can be misclassified by ordinary URL-like comments; narrow the marker predicate before merging.

Explanation
The title names the actual change: the bundle scan in build tooling now reads the module comments that vite-plus 1.4 emits. It is specific and conventional-commit formatted. It matches the raw summary, which says the scan now looks for // <module id> markers instead of //#region markers, and the PR objectives, which describe the same change.
Full details: Description check
Explanation
The description follows the template's main sections: Cause (Problem), Fix (Change), Checks (Verification), and a fork repair note that covers part of the Scope section. It explains the failure, the upstream cause, the fix, and the verification results. It is missing the Scope and approval section, which must link a triaged issue or maintainer approval, or explain why the fix is a small, obvious bug. It is also missing the Review section, which requires the review method, reviewer kind, number of rounds, and verdict. The Verification section gives test counts and a local scan result, but it does not describe the Rolldown output the new scan was checked against beyond the scan count.
Resolution
Add a Scope and approval section. Link the triaged issue or the maintainer discussion. If no issue exists, explain why this qualifies as a very small, focused fix of an obvious bug. Add a Review section that states how the change was reviewed, the reviewer kind, the number of rounds, the verdict, and what the review changed. Use the template headings (Problem, Change, Scope and approval, Verification, Review) so the description matches the repository template.

Restrict the marker predicate so non-marker comments are not counted.
The predicate accepts any line that starts with // and whose remainder contains / and no whitespace. A line such as // https://example.com/docs passes it. The line is counted in regionCount, and its text is scanned for node_modules/<package>/.
regionCount is documented as the signal that separates a clean bundle from a changed marker format. Counting non-marker comments weakens that signal. If the marker format changes and the bundle contains such a comment, the totalRegions === 0 guard in scripts/build-desktop-artifact.ts does not fire, and the scan can pass. A comment containing node_modules/<external-package>/ also adds that package to inlined, which fails the build with InlinedExternalPackageError.
Narrow the predicate to the module-id shape that Rolldown emits. Add a test with a single-token, non-marker comment that contains a /, such as a URL. The current test only uses a prose line, and the space check already rejects that line.
