After #658, the desktop Pull requests tab shows the "What the agent sees" disclosure (tools and instruction block), but on the phone example (--local, same synthetic profile, same thread) the sheet does not. The compact code path renders it when SessionStatus.pull_request_tools is present, so the phone's session status apparently had no tools reported. Not localized; check how pull_request_tools is derived for the phone client's attachment.
