Desktop: chat header controls sit under the right panel's tab strip at narrow widths #644

Seen while taking design screenshots (English, synthetic profile). At a 720pt window with the right panel open, the chat header's Open split-button and toggles render under the right panel's tab strip, the chat column shrinks to about 120pt, and the panel's close button does not close it until the window is widened. Owner: the right panel / chat header layout in crates/ui/src. Expected: the panel collapses or the chat column keeps a minimum width, and close always works.

The right panel's tab strip (Diff · Tasks · Agents N · Pull requests, plus the icon cluster) has no overflow handling. At narrow panel widths the strip clips the panel's close button; at the default wide panel on a 1400 pt window the chat header's agents toggle is clipped instead. Each new tab (Agents in #656, Pull requests in #652) makes it happen sooner. Fixing it needs one decision: scroll the strip, or collapse tab labels to icons below a width. Same owner as the header overlap above.
