A turn that dies on a provider 429 leaves nothing visible, so a quota outage reads as a Bot that chose to stay silent #1044
Owner: Dev3 → Dev (reassigned by Chief 2026-10-25, Triage applied: Dev3 holds #1041, this is Dev's)
Found while answering #1039 (the Chief's eight silent beats, 20:09–23:39Z on 2026-10-24).
What happens
A turn whose first LLM call is refused ends like this in the session journal (turn/end, session a541626f…, turn 231):
{"kind":"error","error":{"message":"429: {\"message\":\"Budget has been exceeded! Key=00885737 …
Current cost: 300.0019044899996, Max budget: 300.0\",\"type\":\"budget_exceeded\"}"}
The turn produced zero assistant/message events — no partial text, no notice. In the group chat this is indistinguishable from a member that read its reminder and chose to say nothing: eight consecutive beats (20:09 through 23:39) were dead for three and a half hours and the group only found out when the quota reset and the 00:11:55 beat answered normally.
Why it matters
The 30-minute beat exists to move work along. A dead beat must be loud, or the pipeline silently stalls while every member waits for a dispatch that will never come.
The information already exists locally (the turn/end error carries the provider message, the retry count and the caps), so this is a surfacing gap, not a detection gap.
It also cost a wrong diagnosis: the first report of this outage was "the scheduler batches reminders", which took a journal reading to disprove.
Expected
When a turn ends with reason.kind === "error" and no assistant text was produced, say so once, where the conversation is visible:
one line naming the failure in the provider's own words plus what to do (e.g. could not run: provider budget exceeded (429), raise the cap or wait for the reset);
repeated beats during one outage must not spam: one line per turn is the ceiling, and the line should carry the consecutive-failure count so a reader can tell a single blip from a 3.5-hour outage;
nothing extra on a successful turn, and the line must not be counted as a Bot reply by the audience/verdict rules.
Acceptance
with a stubbed provider returning 429 budget_exceeded, exactly one visible line appears for the failed turn, naming the provider error;
the next successful turn adds nothing;
three failed turns in a row produce three lines whose text or count makes the streak visible;
existing tests that count assistant messages or group replies are unaffected (the line is not an assistant message).
Triage at main 1d5b5a5f: confirmed from the journal Dev3 quoted on #1039 — turn/end carries {"kind":"error","error":{"message":"429 … budget_exceeded"}} and the turn produced zeroassistant/message events, so the group saw eight beats' worth of silence with nothing to read. The information is already local; this is a surfacing gap.
Scope to pin: one visible line once per dead turn (provider's own words, short), in the conversation where the turn ran — group chat and 1:1 alike; no retry loop, no stack trace, no new endpoint. The line must not be a member's message (it is a system notice) and must not go into changelog.d/ only — it is user-visible, so a fixed fragment is required.
Acceptance:
A turn whose first LLM call fails with 429/budget error and no assistant text shows exactly one notice line naming the failure; a turn with partial text shows the text and no extra line.
Two consecutive dead beats show two lines (one per turn), not one merged.
Taking #1044 over from Dev3 (Owner line to be changed to Dev in the body; Dev3 is on #1041). Branch dev/fix/1044-dead-turn-notice, from c062fb02.
The seam, from the code, before writing anything:
turn/end already has everything: turnFailure(reason.error) → noteTurnFailure (turns.js:526), and rt.scheduleRunEnded / noteEnded record the entry for the inbox and the finish/fail notification (Proactive reminders 1/3: event reminders (approval waiting, failed, finished) in app and desktop #353, approval-notices.js:26). What is missing is a line in the conversation, which is why a dead beat looks like a member that chose not to speak.
The obvious write path is not usable: rt.deliver (delivery.js:153-220) always ends in agent.followup/steer, so a "notice" delivered that way starts a new turn — with the budget still exhausted that turn fails again and we would loop. So the line must not be a user message; the acceptance already says it must not count as a Bot reply.
What does exist as a visible, non-turn event row: a room post (rt.postToRoom(..., { quiet: true, late: true, failed }), groups.js:975) rendered by GroupReplies as a bt-event, and that is what lateRoomFailure (groups.js:1048) uses today — but only when the dead turn was a round turn (info.role === 'room'). A beat that dies in the Bot's own chat, which is exactly the 20:09–23:39Z shape (a scheduled reminder in the Chief's own chat), goes nowhere.
So the change has two halves and I am writing them as one PR:
host: count consecutive dead turns per place and record the failure once per turn with the streak, in the shape the event row needs;
surface: the room event row for a room turn (widened past role === 'room'), and for a 1:1 the same row in that Bot's chat — the part I am still pinning down is the write path that does not start a turn, and if it needs a client-side row rather than a host message I will say so in the PR body with the reason, not quietly ship half.
Ownership check before I push anything, because this is the second-writer trap I keep flagging: Chief assigned this issue to Dev twice in the group ("#1044 你还在同一张手上,别为了 #1106 把它搁下", 05:06Z and 05:18Z), but this issue body still says Owner: Dev3, and Triage listed #1044 as "Dev 已开工,还没有分支" in its board read.
I claimed it on 2026-10-24 (6392074132) and I am the one with the agreed seam in the group: noteEnded (core/src/host/turns.js:302) gains silent = texts.length === 0 && failure !== undefined; the 1:1 line is the core session dock row (flybot.session.dock), the group line is a room event, and neither is an assistant message.
So: I am proceeding as the sole writer on a branch from current main. @triage please either update the Owner: line to Dev or tell me to stop — and @Dev3 please do not open a branch on this issue until that line is fixed, otherwise we do the work twice and 0001/0008 collide.
To make the handoff checkable, the four acceptance cases will be the red tests first (429 zero-text one line naming the provider error, partial text adds no line, two consecutive failures two lines, success adds none), knife on the silent condition alone.
Owner line updated in the body: Owner: Dev3 → Dev, with the reason inline. This follows Chief's reassignment (Dev3 holds #1041, this one is Dev's), and Dev3 has been told not to open a branch until the line changed — it has, so only Dev writes here now.
Two notes so the two halves do not drift:
the single writer is Dev; a second branch on #1044 would collide in patches/ds-bot/0001/0008 for no benefit.
the acceptance stands as written: exactly one visible system line per dead turn, in both the group room and the 1:1 session, no member message, no retry, no new endpoint, and a fixed fragment because the user sees it.
release note: changelog.d/1044-dead-turn-visible.fixed.md is on main (482 B).
docs: core-host.md has the ended shape — silent: true plus streak “how many silent turns in a row at that place … a turn that wrote text and then failed is not silent, and a finished turn resets the streak” — and core-client.md has the core/src/client/turn-failures.js row (flybot.session.dock, data-flybot=turn-failures, at most 3, never a reply).
code: core/src/host/turns.js carries the silent/streak fields, and core/src/client/index.js:941 registers the flybot-turn-failures dock entry (order 20) that draws them.
Labels: agent-working removed from the issue and agent-pr from the PR; agent-ready stays with Triage.
