Update: fix PR #432 is open and green. It routes the scheduled syncs through branch + PR publishing instead of direct pushes to protected main. The same GH013 repository rule is blocking these scheduled runs, so the data is not recovered yet; merge of PR 432 should clear this class of failures.

Triage note (2026-09-18): keeping this open. Same root cause as #429 — a manual dispatch on main today gets past the AFDC fetch and the branch/PR publish step, then fails in Rebuild tiles with relation "power_plants" does not exist. Tracked in CG-274; #429 is the canonical alert for that failure mode.
