Update: fix PR #432 is open and green. It routes the scheduled syncs through branch + PR publishing instead of direct pushes to protected main. The same GH013 repository rule is blocking these scheduled runs, so the snapshot is not recovered yet; merge of PR 432 should clear this class of failures.

New root cause: the workflow exits early because DATABASE_URL is unset (Verify DATABASE_URL is present fails before any publish step), so no snapshot is generated or delivered.

Impact: the weekly database snapshot was not published.

Next recovery action: restore the missing secret/configuration and rerun the job. PR #432 does not address this blocker.
