Establish the repository structure for Awaiten: the Nuke build pipeline (compile, unit tests, code coverage, API checks, mutation tests, benchmarks, packaging), the GitHub Actions workflows (build on push, CI on pull request, analysis follow-up), central package management, strong-name signing, editor and analyzer configuration, and a minimal compiling skeleton of the core container, source generator and test projects. This first commit gives every subsequent feature commit a green build and a running CI pipeline.
