Describe the bug

Yarn 2+ requires required packages to explicitly declared in dependencies or it will throw an error like:

failed to load config from /home/alex/workspace/naturio/vite.config.ts
error when starting dev server:
Error: @tanstack/start-plugin-core tried to access @tanstack/start-client-core, but it isn't declared in its dependencies; this makes the require call ambiguous and unsound.

This happens in packages/start-plugin-core/src/start-compiler-plugin/plugin.ts with the following code:

// line: 64
...resolveRuntimeFiles({
  package: '@tanstack/start-client-core',
  files: [
    'index.js',
    'createIsomorphicFn.js',
    'envOnly.js',
    'serverFnFetcher.js',
    'createStart.js',
    'createMiddleware.js',
  ],
}),
