chore: clean out ad-hoc scripts, move CLI to src/, rewrite Readme - #193

- delete 12 one-off diagnostic/fix .csx scripts from tools/ — the reusable pattern lives inline in DebuggingPostgres.md; keep deploy.sh + check-db-version.csx (Container Apps deploy gate) and generate-memex-template.cs (used by MemexTemplate.Pack) - delete root-level ad-hoc files (failing-test triage artifacts, clean-expired-secrets.ps1, empty SpellingExclusions.dic), the unreferenced scripts/ folder, stale Notebooks/ (pin the removed MeshWeaver.Connection.Notebook 2.0 package), and a stray .cs.bak - relocate stray root Doc/Architecture/DebuggingPostgres.md into src/MeshWeaver.Documentation/Data/Architecture so it is embedded/served - move MeshWeaver.Cli tools/ -> src/: ships as dotnet tool (memex) with the solution-wide NuGet release on the next v tag; fix package metadata and add the package README required by PackageReadmeFile - rewrite Readme.md: what MeshWeaver is, link memex.meshweaver.cloud (portal + /Doc), and installation paths (source, dotnet-new template, Homebrew memex-local, deploy/ recipes, CLI, NuGet); drop stale MeshWeaver.ProjectTemplates + GitHub-MCP sections and dead links Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
