OpenAI 1.5.9 bundle is served requiring AI@^1.23.0 while only AI 1.21.1 is served with it — landed module set refused wholesale #6192
Description
What is failing
The module self-update path on the memex namespace is refusing to adopt the module set its latest landing wave produced. MeshWeaver.PluginCatalog.ModuleLandingService.ProposeModuleSet validates the landed set's dependency constraints before proposing it, and the set is inconsistent: the OpenAI module bundle (v1.5.9) declares a dependency on the AI package at ^1.23.0, but the same landed set only carries MeshWeaver.AI (package AI) at 1.21.1. The proposal is correctly refused — the pod stays on its previous module set — so nothing in that wave (OpenAI 1.5.9 and everything that landed beside it) is adopted until the constraint is satisfiable.
Probable cause
A per-module publication landed in the registry without its dependency network being atomic — medium-high confidence. The design of record is that a module publishes on its own suite's verdict inside a dependency network that is the atomic unit (see The Module Publication Gate → superseded block, and maintainer directive: "builds are not superseded … however they must be atomic"). An OpenAI bundle built against an AI ≥ 1.23.0 reached the registry while the AI bundle served to this deployment's landing wave is 1.21.1 — i.e. the OpenAI leg published before (or independent of) the AI version it was compiled against. The alternative reading — that the deployment pins AI at 1.21.1 and the OpenAI bundle was built against a too-new AI — is the same defect seen from the other side: the bundle's declared requirement is not satisfiable by what is served alongside it. The refusal itself is the guard working as intended; the defect is that an unsatisfiable bundle became visible. Confidence is limited by not being able to inspect the OpenAI/AI pack manifests from this mesh.
This is the same version-skew family as #6007 (MeshWeaver.AI.OpenAI deployed against an incompatible MeshWeaver.AI build, same namespace, closed 2026-10-04) and Systemorph/MeshWeaver.Plugins#2715 (import compiled against an AI module older than the source requires). Those are related, not duplicates — this incident is the landing-proposal half of the skew, where the guard catches it instead of users hitting MissingMethodException.
Impact
Low volume but not cosmetic: 2 occurrences about a minute apart on a single memex portal pod, consistent with repeated landing/reconcile waves hitting the same refused set. The concrete effect is that module adoption for this namespace stalls at the previous module set — every reconcile re-attempts and re-refuses until an AI bundle ≥ 1.23.0 is served (or the OpenAI bundle is superseded). No user-facing failure is observed yet; the earlier sibling skew (#6007) shows what happens if such a set ever does get adopted.
Where to look
MeshWeaver.PluginCatalog.ModuleLandingService.ProposeModuleSet— the dependency-satisfaction check that refuses the set (the[ModuleSet] NOT proposing…log site); it is behaving correctly, use it to read the exact constraint evaluation.- The MeshWeaver.Plugins pack/publish ordering for the
AIandOpenAIpackages: whether the OpenAI leg can publish while the AI version it was built against is not yet in the registry — the atomicity gap this points at. - The memex module activation/module-set records (e.g.
rbuergi/Script/module-set-state,Hosting/Script/report-modules) to confirm the current vs proposed set on the affected pod. Systemorph/MeshWeaver#6007andSystemorph/MeshWeaver.Plugins#2715for the prior occurrences of AI/OpenAI version skew — likely worth one cross-linked fix for the publication-ordering rule.

What is failing. The PluginCatalog's module-landing service (
ModuleLandingService.ProposeModuleSet) refuses to propose the landed module set on the memex portal: the published AppleMaps plugin (1.3.0) declares a dependency onMaps@^1.1.0, but the module set this pod loads carries theMeshWeaver.Mapspackage at 1.0.4, which does not satisfy it. A user installing AppleMaps is therefore left with a stuck install rather than a landed module set — corroborated by the days around this sighting: theAppleMaps/MapsNodeType's per-node hub failed to load its assembly, and the overlay self-heal reported the AppleMaps instance stuck onStore/Plugin, across several users'_Install/AppleMapsnodes.Probable cause. Version skew between the published AppleMaps package and the portal's deployed module set (high confidence — the log states both versions explicitly, and the log site is exactly the dependency-satisfaction check in
ProposeModuleSet). The detection itself is working as intended; the defect is the release/packaging skew: AppleMaps 1.3.0 shipped with aMaps@^1.1.0floor while the memex portal's module set still pins Maps 1.0.4, and nothing reconciles the two — the install path offers no proposal, no bump of Maps, and no surfaced reason to the user. Whether the fix is in AppleMaps' declared floor or in rolling Maps 1.1.x into the portal's module set needs the release history of both packages.Impact. One occurrence on a single memex portal pod so far — a nuisance by volume, but a real user-visible failure for anyone installing AppleMaps on an affected portal: the install sticks instead of completing or explaining itself.
Where to look. Start at the dependency-satisfaction check in
MeshWeaver.PluginCatalog.ModuleLandingService.ProposeModuleSet(the[ModuleSet] NOT proposing the landed module setlog site), then compare the deployed module set's pinnedMeshWeaver.Mapsversion (1.0.4) against AppleMaps 1.3.0's manifest dependencyMaps@^1.1.0. The AppleMaps NodeType lives atAppleMaps/Mapsin the mesh. Also worth deciding: when a landed plugin's floor exceeds the set, should the landing service propose a satisfying bump of the shared module, or surface the refusal to the installing user instead of leaving the install stuck?Reopened — this fault is happening again.

The GitSync import declines a module whose
requiresthe LOADED dependency does not meet (ModuleSyncDecision.DeclineUnmetRequirements). The installer did not ask that question: an update from the registry was judged by its content hash and its platform floor only. Each time a dependent bumps its floor in the same commit as the dependency, the registry serves the dependent before the dependency's module is sealed, and the gap is refused on every reconcile of every replica (4,204 lines in the night of 10-10).#6488 puts the question on the one install orchestrator (
CatalogLayoutAreas.InstallOrUpdate: boot install, unattended apply, click) and in the reconciler before a reminder. An update over an existing record whose candidate declares a requirement the loaded dependency does not meet is held: nothing fetched, record unchanged, heldUpdatenames the requirement and what runs, and it applies on the first pass after a satisfying dependency is loaded. With the record not taking the floor, the proposal has nothing unmet. Tests and controls are in the PR.Not established: which installer lane moved Governance's record at 09:28Z. A
