This is mainly changing from ComponentReferenct.hasFeature to ComponentReference.refersTo. Also update the strategy to SO_FORWARD and SO_REVERSE.

This is mainly changing from ComponentReferenct.hasFeature to ComponentReference.refersTo. Also update the strategy to SO_FORWARD and SO_REVERSE. SBOLTestSuite was updated, and the SHACL rules were updated.
