Installing latest Swift (5.10) on windows-latest fails

Thanks @max-leuthaeuser for creating issue for this, Apple has changed Windows installation directory with Swift 5.10 which is why you are seeing this issue. Unfortunately I don't have Windows device to test installation directory details, so somebody with the details can update implementation. Or better yet provide an implementation, that will be resilient when such change happens.
