Answer Verify 33's maintenance-fee check with its OpenSource exemption

Verify 33 fails the build without one. MarkupString is open source and earns
nothing, which is the exemption Verify publishes for exactly that. It is
time-bounded to twelve months, so the date has to be renewed.

CI was failing on Verify 33's new maintenance-fee check (SponsorCheck error SC021), not on the bump itself. Answered in d8a18d0 with Verify's own OpenSource exemption, which is what this project is: open source, earning nothing.

The exemption is time-bounded to twelve months, so Verify_SponsorshipExemptionUntil in Directory.Build.props is set to 2027-09 and has to be moved forward before then. The build fails loudly when it lapses, and the property carries a comment saying so.

605/605 tests pass locally with the bumped packages.
