Task Description

Add the standard GitHub Action to clean up status labels on closed issues and PRs.

Acceptance Criteria

• The cleanup-labels.yml file is created in the .github/workflows/ directory.
• The workflow is merged into the main branch.
• The workflow successfully runs when a test issue is closed, removing the old status labels and adding status: done.
