MTEv2 requires https://github.com/CharonSSS/AdvancedPQSTools to function properly
Also navigate to Gamedata/Sol-Configs/03_Earth-System/03_Earth/Earth-Kopernicus.cfg, scroll down to the PQS category and set:
maxLevel = 16, minDetailDistance = 16.
Its also recommended to disable the scatters by deleting Earth-ParallaxScatters.cfg in the same folder.
