Close #9975: static typed enum property default compliance guard

Summary

• Static typed enum property defaults (public static G $g = G::X) already compile and run correctly on master via shared enum-case materialization from Close #9747: static enum property default repro + unit guard #9958/Language: static typed property with enum case default must compile (extends #9715, Zend/zend_compile.c) #9747.
• Adds issue repro as static_enum_property_default.phpt compliance guard and @group static_enum_property_default on the unit test so ./script/ci-fast.sh --filter static_enum_property_default matches.
