Summary

• Route property set hook throw through propertyHookExternalCatchFrame + FAILURE, matching the get/unset hook unwinding fix from Language: property hook unset — exception from hook must abort unset and propagate (Zend/zend_property_hooks.c) #9666
• Bubble catchable hook-body errors (readonly Error, dispatchVmError / dispatchVmTypeError) out of isolated hook stacks via stashPropertyHookSetExternalCatch so outer try blocks do not resume after catch
• PHP implementation in lib/VM.php only — no C runtime changes
