php-in-php: drop host getrusage/posix fallbacks from VmProcess identity

Summary

• Remove Zend PHP host delegation from VmProcess::getrusage() and VmProcessIdentity (getmyuid/getmygid/get_current_user).
• VM paths now use libc FFI only via VmGetrusageNative / VmProcessIdentityNative (phase 2 of closed php-in-php: VmMemory RSS path — remove host getrusage() fallback for bootstrap self-host (#4862, #3280) #7287 / php-in-php: VmProcessIdentity — libc getuid/getgid/getpwuid FFI, drop host POSIX delegation #7891).
• Net shrink: 36 lines removed from ext/standard/ (no new runtime/*.c logic).
