php-in-php: VmGetrusageNative libc FFI for VM getrusage() (#5388)

Summary

• Add ext/standard/VmGetrusageNative.php — libc getrusage(2) via FFI for the VM path, matching StringGetrusage JIT/AOT field layout and php-src microtime.c who=1 → RUSAGE_CHILDREN normalization.
• Route VmProcess::getrusage() through native FFI first; host \getrusage() remains only when FFI is unavailable (PHP_COMPILER_DISABLE_FFI or no ext/ffi).
• Fix LLVM lowering to normalize who=1 before the libc call (php-src parity for getrusage(1) on Linux).
• C runtime shrink: no new C; VM no longer depends on host Zend for the primary path (follows php-in-php: VmMemory RSS path — remove host getrusage() fallback for bootstrap self-host (#4862, #3280) #7287 / php-in-php: VmStatCache — native libc stat/lstat FFI, drop host clearstatcache sync (#6265 phase 2) #7844 pattern).

Closes #5388 (VM phase).
