Stdlib: stream_resolve_include_path() + include_path stack (#6051)

Summary

• Implements stream_resolve_include_path(), get_include_path(), set_include_path(), and restore_include_path() in PHP (ext/standard/) with php-src reference ext/standard/streams.c / basic_functions.c.
• Adds VmIncludePath stack + VmFs::resolveIncludePath() shared by VmMetaTags (no more undefined builtin call) and lib/VM.php include resolution.
• JIT/AOT LLVM lowering via IncludePathRuntime (__compiler_stream_resolve_include_path, include_path globals).

Closes #6051

Notes

• No new C in runtime/ — include_path state + lookup live in ext/ + lib/JIT/Builtin/IncludePathRuntime.php.
• Pairs with Stdlib: get_include_path() / set_include_path() / restore_include_path() — include path stack (bootstrap) #3223 (include_path stack); set_include_path pushes stack entries Zend-style.
