Summary

• Add ext/standard/PackEngine.php — native PHP pack() for VM (php-src ext/standard/pack.c reference); VmPack::pack() no longer calls host \pack().
• Move JIT/AOT __compiler_pack to lib/JIT/Builtin/PackJitRuntime.php + pack_jit_runtime.c bitcode (same pattern as php-in-php: unpack() — delete phpc_unpack.c (~577 lines), JIT/AOT from ext/standard/unpack.php #5442 unpack).
• C runtime shrink: delete lib/AOT/runtime/phpc_pack.c (~544 lines) and remove from lib/AOT/Linker.php.
