Self-host: lower LinkerProcessPolyfill::run via phpc_run_command - #2955

Make native AOT/JIT lowering map LinkerProcessPolyfill::run() to the internal phpc_run_command builtin so bin/compile.php link-time process capture does not depend on proc_open lowering. Refs #2779. Co-authored-by: Cursor <cursoragent@cursor.com>
