Stdlib: stream_bucket_new Reflection return object (#28824)

Summary

• On the default (≤8.3) profile, stream_bucket_new Reflection return is object (Zend 8.2), not InternalArgInfo resource.
• PROFILE≥8.4 still advertises StreamBucket (Regression: stream_bucket_* Reflection — resource/object not StreamBucket; append/prepend untyped (ext/standard/streamsfuncs.stub.php) #27797).
• PHP-in-PHP only (lib/BuiltinInternalArgInfo.php).

Closes #28824

Test plan

• unset PHP_COMPILER_PROFILE; php bin/vm.php test/repro/issue_28824_stream_bucket_new_reflection_object.php → ret=object
• PHP_COMPILER_PROFILE=8.4 php bin/vm.php test/repro/issue_27797_stream_bucket_reflection.php → StreamBucket unchanged
• vendor/bin/phpunit --filter "StreamBucketNewReflectionObjectVMTest|testStreamBucketNewReflectionObjectOnDefaultProfile|testStreamBucketReflectionStubsUnderProfile84" → OK (3 tests)
