Stdlib: stream_socket_server Reflection untyped error outs (#28857)

Summary

• Advertise Zend-aligned Reflection for stream_socket_server: untyped by-ref $error_code / $error_message, no return type (php-src streamsfuncs.stub.php).
• Keep stream_socket_client unchanged (Regression: stream_socket_client Reflection error_code/error_message typed + return resource — Zend untyped & / no return (ext/standard/streamsfuncs.stub.php) #27848).
• PHP-in-PHP only (lib/BuiltinInternalArgInfo.php); no C runtime changes.
