JIT: keep CONST_FETCH literals under INCLUDE_SCOPE_REMAP=0 (#29111)

Summary

• Closes Regression: TimezoneAbbreviationsData top-level spine require — Undefined constant "defined" at bundle scale (re-#16866, lib/JIT.php) #29111 — Zend full-spine AOT with PHP_COMPILER_INCLUDE_SCOPE_REMAP=0 was resolving callee CONST_FETCH 'true' as parent Literal "defined" after inheritScopeFrom, killing TimezoneAbbreviationsData.php at {main}:op=0:type=5.
• Fix: always remap colliding Literal operands during include inherit (VarOperand indices still shared for Gen-1+ #1492: committed gen-0 seed cannot be rebuilt — refresh OOMs at 48 GiB, 44 restamps since the blob last changed (script/bootstrap-refresh-gen0-sidecar.sh) #22642 pace); getOperand keeps the first Literal at a slot.
• Guards: IncludeScopeConstFetchLiteralTest, mini-spine under test/selfhost/issue_29111_const_fetch_spine/ (SourceBundler skipped), AOT phpunit case with REMAP=0.

Not covered this PR: full exclusive gen-0 spine refresh (~hours). After merge, #28998 can re-run ./script/bootstrap-gen0-refresh-exclusive-docker.sh and skip re-deferring TimezoneAbbreviationsData (or un-defer if already deferred on that branch).
