Add VM builtins delegating to the existing htmlspecialchars entity subset, with ENT_COMPAT defaults and JIT/AOT lowering via the shared LLVM helpers. Includes compliance PHPT, AOT fixture, and capability matrix rows. Co-authored-by: Cursor <cursoragent@cursor.com>
