Summary

• File-level parseAndCompile / bin/vm.php under PHP_COMPILER_PROFILE=8.4 now emits Zend 8.4 implicit-nullable E_DEPRECATED (previously only eval() did, via Language: implicit nullable parameter (int $x = null) missing E_DEPRECATED on PROFILE=8.4 (Zend/zend_compile.c) #21390).
• Root cause: maybeEmitImplicitNullableParamDeprecation required VM::running(), which is unset until Runtime::run(). Wire Runtime's VMContext into Compiler and emit through that path.
• Adds compliance implicit_nullable_parameter_file_deprecated_profile84.phpt (main-file compile + --INI-- error_reporting=E_ALL).
