IntlTimeZone::getUnknown/getUTC,createEnumeration/createTimeZoneIDEnumeration(array of Olson IDs via zoneinfo list),getIDForWindowsID(Windows→Olson subset), and error getters.Etc/UnknownID; reusesVmDateTimeNative::timezoneIdentifiersList— no newruntime/C.countEquivalentIDs/getWindowsID/ …) left separate.Closes #20852
