Summary

• Fix sem_get() $auto_release to match php-src stub (bool, Z_PARAM_BOOL coerces int) instead of rejecting both 1 and true under strict_types host delegation (Regression: sem_get() auto_release — rejects int coerce and bool (re-#3704, ext/sysvsem/sysvsem.c) #19515).
• Align reflection/arginfo (permissions, bool $auto_release) via php-types-sem-get-auto-release-bool.patch.
• Generalize Plus + trailing true/false/null call-arg producer wiring so sem_get($key + 1, …, true) does not scramble args.
