php-in-php: delete ParseStrUserScriptDelimitedJit — route refresh through ParseStrRuntime (#18855)

Summary

• Delete lib/JIT/Builtin/ParseStrUserScriptDelimitedJit.php; relocate LLVM delimited lowering to ParseStrRuntimeUserScriptCstr linked only from ParseStrRuntime user-script bridges
• Route SuperglobalRefreshUserScriptLlvm form/cookie parsing through cstrToPhpcString() → __compiler_parse_str / __compiler_parse_cookie_header (no direct __phpc_parse_str_* calls in refresh)
• User-script __compiler_parse_str bridge extracts native cstr from __string__* and calls LLVM delimited parser (nested ParseStrNativeJitHelper remains blocked from refresh LLVM — php-in-php: delete ParseStrUserScriptDelimitedJit — route refresh through ParseStrRuntime (#18855) #18872)

• Unit slice from PR body is green.
• AOT blocker confirmed: NestedSuperglobalsAotTest (QUERY_STRING=user[name]=Ada&flat=ok) still empty sg_GET after parseIntoNative bridge.

Next step remains fixing phpc_native_ht_set_string_key / sg_GET table ABI so refresh writes land. Re-run vendor/bin/phpunit test/aot/NestedSuperglobalsAotTest.php inside docker-exec before merge.
