Summary

• Add test/repro/maintainer_gap_bare_throw_rethrow.php with // php-compiler-language-profile=8.4 so the issue repro runs without CLI env.
• Add test/compliance/cases/language/bare_throw_rethrow.phpt guarding nested catch rethrow semantics (php-src-strict on 8.4 forward profile).
• Bare rethrow lowering (SourceBareThrowRewriter → TYPE_RETHROW) was already implemented; this closes the missing repro/compliance gap tracked in Language: bare throw; rethrow — parse error in catch block (Zend/zend_compile.c) #17691.
