Fix stream_context_create([]) after @mkdir lowering (#16205)

Summary

• After @mkdir(), inline stream_context_create([]) was mis-bound to the suppressed call's bool return slot instead of the hoisted empty-array producer.
• Skip error-suppress slot inheritance when a trailing Expr_Array feeds stream_context_create / stream_context_set_* options (Regression: stream_context_create([]) after @mkdir — empty literal not typed array (ext/standard/streams.c) #16205).
• Add repro + compliance guard; refresh docs/bootstrap-inventory.md for new Compiler.php helper.
