Summary

• Store explicit attribute namespace URIs from setAttributeNS() in DomNodeState::attributeNamespaces so getAttributeNS() / hasAttributeNS() / removeAttributeNS() resolve correctly on createElementNS() elements without xmlns:* declarations (php-src ext/dom/element.c).
• Add repro scripts and compliance guards for Regression: DOMElement::getAttributeNS()/hasAttributeNS() — setAttributeNS values invisible (ext/dom/element.c) #15380 and Regression: DOMElement::$prefix / $namespaceURI null on createElementNS nodes (ext/dom/node.c) #15381.
