Summary

• Route php://filter/read=…/resource=… through VmFs::readPathContentsViaOpen() so file_get_contents() applies registered read filters (php-src ext/standard/streams.c).
• Add convert.quoted-printable-decode / convert.quoted-printable-encode to the built-in filter chain (VmStreamFilterChain).
