Summary

• Restores nested builtin call-arg producer wiring broken by Regression: chown() nested getmyuid()/getmygid() operand — LogicException not E_WARNING (ext/standard/filestat.c, call lowering) #11409 (Fix chown/chgrp nested getmyuid/getmygid call operands (#11409) #11422): inlineCallArgProducerPassesByRefGuards returned false when operand identity did not link producer.result to a consumer arg, even though positional/dead-temp matching still applies.
• Keeps the Regression: chown() nested getmyuid()/getmygid() operand — LogicException not E_WARNING (ext/standard/filestat.c, call lowering) #11409 fix: unrelated named locals (e.g. chown($path, getmyuid())) are still skipped in the scoped by-ref/named checks.
• php-src reference: Zend/zend_execute.c nested ZEND_CALL return consumption; fix in lib/Compiler.php.

Closes #11313

Also fixes siblings #9547, #11366 (shared compiler operand pipeline).
